Head Start NPRM: Resources and Ways to Participate Before October 6

The public comment period for proposed changes to the Head Start Program Performance Standards remains open through October 6, 2026.
The proposal, known as a Notice of Proposed Rulemaking, or NPRM, would make significant changes to the federal standards that guide Head Start and Early Head Start programs. The proposal is not a final rule.
As the deadline approaches, DCAEYC is sharing resources from NAEYC, Start Early, and other partners to help Washington, DC's early childhood education community understand what is being proposed and how to participate in the public comment process.

NAEYC has created a central resource page that explains the Head Start NPRM, proposed changes, potential impacts on children, families, and early childhood education professionals, and opportunities to respond.
The page also brings together public comment guidance, webinar materials, and additional resources from national partners.
Prepare a Public Comment
Public comments are part of the federal rulemaking process and become part of the record considered by the agency before it determines whether and how to finalize a proposed rule.
NAEYC has developed a comment guide specifically for early childhood education professionals. The resource provides guidance for preparing and submitting a comment and can serve as a starting point for professionals who want to share their own experiences and perspectives.
Learn More About Children With Disabilities
Start Early has also released a resource focused specifically on what the proposed changes could mean for children with disabilities and their families.
The resource examines developmental screenings, inclusive participation, individualized supports, family partnership, and coordination with agencies responsible for IDEA services. Start Early notes that current Head Start standards include specific requirements in these areas and explains which requirements the proposal would remove or change.
Share Your Head Start Story
Start Early is also collecting experiences from families, early childhood education professionals, program leaders, and others connected to Head Start.
Sharing a personal or professional experience is another way to contribute information about what Head Start means to children, families, professionals, and communities.
October 6 Is the Public Comment Deadline
The proposed changes have not been finalized. Early childhood education professionals, families, advocates, and community members still have an opportunity to review the proposal and decide whether they want to submit their perspective as part of the federal rulemaking process.
Public comments are due October 6, 2026.
