DC’s Child Care Subsidy Enrollment Freeze Raises Immediate Concerns for Families and Programs


Last Friday, the Bowser Administration announced that the District will freeze new enrollment in the child care subsidy program due to funding shortfalls. This decision has immediate and serious implications for families, child care providers, and the stability of the early childhood system across Washington, DC.


When the subsidy program closes its doors to new families, the effects reach far beyond enrollment. Working families who rely on child care in order to stay employed may be left without viable options. At the same time, early childhood programs, many of which are already operating on extremely thin margins, stand to lose an essential source of revenue that helps sustain their operations.


This moment is particularly concerning because the Early Childhood Educator Pay Equity Fund is also underfunded. Together, these funding gaps create growing uncertainty for programs that are working hard to retain qualified educators, maintain stable staffing, and keep their doors open to the communities they serve.


These are not isolated issues. They affect the foundation that thousands of District families rely on every day to work, learn, and thrive. A strong early childhood system depends on stable public investment that supports families, educators, and the businesses and organizations that provide care across our communities.


In response to this announcement, DCAEYC is calling the community together for an Emergency Coalition Call to review what is known so far, discuss the immediate implications for families and programs, and coordinate collective advocacy and next steps.


The call will also help prepare for the upcoming A Day Without Child Care Rally on Wednesday, March 18, as advocates, educators, and community members continue to speak out about the importance of sustained public investment in early childhood.
