NAEYC Webinar to Examine Proposed Head Start Changes and How the Early Childhood Education Community Can Respond

Proposed changes to the Head Start Program Performance Standards could affect how programs operate, how services are delivered, and the standards that shape experiences for children, families, and early childhood education professionals across the country.

On August 26, 2026, at 3:00 PM EDT, the National Association for the Education of Young Children (NAEYC) will host Understanding the Head Start NPRM: What’s at Stake and How to Take Action, a webinar designed to help the early childhood education community better understand the proposed federal rule and participate in the public comment process.

The proposed rule would make significant changes to current Head Start requirements.

Among them, it would replace federal staff-child ratio and group-size requirements with standards based largely on applicable state and local requirements. It would also remove or revise a number of federal requirements related to health and safety practices, health and mental health services, staff qualifications, professional development, family engagement, and other areas of program operation.

During the webinar, participants will learn more about what the proposed changes could mean in practice and what is at stake for Head Start programs and the broader early childhood education field. NAEYC will also review its comment guide and provide information on how individuals can prepare and submit an effective public comment.

Public participation is an important part of the federal rulemaking process. The current Notice of Proposed Rulemaking, or NPRM, is open for public comment through October 6, 2026, giving educators, program leaders, families, advocates, and other members of the early childhood education community an opportunity to share their perspectives before the rule is finalized.
